Texas has a new water concept. Read the above opinion and decide for yourself. Basic concept is " Texas Landowners have ownership of groundwater in place ​subject to Rite of Capture and police powers of the state through groundwater conservation districts."  The new concept applies the same basic principles of oil and gas law in Texas. It is truly a new day for water in Texas.
